Part of #4 — C++ server support for biolog HUD submit command.

Adds a new admin/player command that dispatches the biolog submit quest handler without requiring NPC proximity.

Paired with:

• m2dev-server: issue-4-biolog-hud-server
• m2dev-client-src: issue-4-biolog-submit-helper
• m2dev-client: issue-4-biolog-hud-client

Part of #4.
